The Southeast Asia Small Arms and Ammunition Market was valued at ~USD 1,120.61 million in 2024 and is expected to grow at a strong CAGR of approximately 7.25% during the forecast period (2025-2033F),

The Southeast Asia small arms and ammunition market is entering a new stage of growth as governments in the region intensify their focus on defense preparedness due to changing security priorities. The demand has ceased to be confined to the traditional need for weapons replacement. It has now become a generalized drive for the modernization of the infantry, the maintenance of ammunition reserves, and localized defensive power. In Southeast Asia, procurement authorities are increasingly looking at weapon systems that provide operational flexibility, a common caliber, and long-term logistical effectiveness. Moreover, the shift has provided manufacturers, technology providers, and investors in defense with long-term prospects for engaging with a market that is increasingly strategic within the broader regional defense ecosystem.

Defense Spending Is Creating Stable Procurement Momentum

Market development is driving increased defense spending among the leading countries in Southeast Asia. Governments are allocating larger budgets to enhance the infantry, maintain strategic reserves, and upgrade tactical equipment used by the military and internal security services. These allocations will help in purchasing ammunition on a regular basis and in procuring older rifles and light support weapons. This effect is particularly noticeable where defence planning has shifted its short-cycle purchases to multi-year procurement programs, providing manufacturers with greater visibility into production and better long-term order pipelines. Moreover, the spending on small arms remains strategically relevant as security priorities shift toward maritime surveillance, border response, and preparation to counter internal threats.

On February 18, 2025, CARACAL, a regional leader in high-performance small arms within EDGE, one of the world’s leading advanced technology and defence groups, signed an agreement with Ketech Asia, an advanced ammunition producer and small arms solutions provider, for the assembly and manufacturing of CARACAL’s CAR 816 assault rifle in Malaysia.

On May 14, 2024, EDGE, one of the world’s leading advanced technology and defence groups, signed a USD 27 million (AED 99 million) agreement to supply an ammunition production line to PT Pindad, an Indonesian state-owned enterprise and one of Asia’s leading defence manufacturers. The agreement is for the production of 5.56x45mm and 7.62x51mm calibre ammunition, and is aligned with the Indonesian Ministry of Defence’s objective to increase local job creation and sovereign manufacturing capabilities. The ammunition facility is scheduled to commence production in 2026. The agreement is part of an ongoing effort between both countries that aims to increase bilateral trade to USD 10 billion by 2030 under the Comprehensive Economic Partnership Agreement.

Ammunition Investment Is Becoming a Core Growth Engine

Ammunition is the most commercially stable segment, as its procurement demand is continuous and involves training, reserve replenishment, and operational deployment. Also, the buyers of the region are investing in the capacity of centerfire ammunition, particularly in popular military calibers like 5.56mm and 7.62mm. Adding to this, the procurement agencies are focusing on consistent quality, ballistic reliability, and inventory sustainability. This has promoted the growth of production lines, improved cartridge testing systems, and robust storage systems. For investors, ammunition production is a reliable source of demand, since, unlike weapon platforms, cartridge consumption is uninterrupted during defense cycles.

For example, on December 10, 2025, the CSG secured a significant contract to supply small-calibre ammunition to the Ministry of Defence of a Southeast Asian state. The value of the contract amounts to several hundred million US dollars. In doing so, CSG is delivering on its strategy to expand supplies of small-calibre ammunition from its companies into the defence and security segment, as well as providing continued market diversification and strengthening the company’s position in the global defence supply chain.

Implementation Is Shifting Toward Local Manufacturing and Technical Upgrades

The implementation practices in the region are more inclined towards local assembly, machining upgrade, and controlled transfer of manufacturing capability. To ensure supply-chain resilience in times of geopolitical insecurity, defense authorities are promoting the production of capabilities within the United States to lessen the reliance on imports. This involves investment in precision metal processing, ballistic tests, and production of modular weapon components. In most instances, procurement systems have shifted their focus to suppliers who can assist in the delivery of finished products and in the maintenance of the technical systems as well. These models of implementation are assisting the local manufacturers in building on their competitiveness as well as developing a wider industrial value than direct weapons production.

For example, on February 8, 2026, Malaysia’s first high-automation ammunition manufacturing facility owned by Ketech Asia Sdn. Bhd. (Ketech Asia) In Kuala Lipis, Pahang, it operated at full capacity. Defence Security Asia, Ketech Asia Business Development Manager, announced that the facility is currently producing up to 130 million rounds of 9mm and 5.56mm ammunition annually for the domestic market.

Strategic Alliances Are Supporting Future Market Expansion

The expansion of licensed production facilities and technical cooperation contracts to hasten manufacturing maturity. The trend in regional procurement is favoring suppliers capable of providing standard products that drive the demand. Additionally, NATO-compatible calibers are increasingly popular, necessitating the standardization of international production. Moreover, the strategic partnerships facilitate product diversification, allowing manufacturers to engage in several types of procurement, such as rifles, tactical ammunition, and specialized law-enforcement systems.

For example, on August 12, 2025, SMPP Limited of India and the Philippines’ Asia Defence and Firepower Corporation (ADFC) signed a memorandum of understanding to establish a joint venture company in the Philippines. The new entity will manufacture, assemble, and distribute SMPP defense products, including ballistic protection systems, advanced helmets, modular armor plates, and ammunition components, directly supporting Manila’s Self-Reliant Defence Posture program. Under Philippine law, the venture will maintain a majority Filipino ownership of at least 60 percent, granting access to tax incentives, duty-free imports, and direct defense procurement channels.

Expansion of Structured Defense Supply Future

The Southeast Asia small arms and ammunition market is projected to continue growing, as defence modernization becomes more organized and investment-driven. The further development is expected to be based on constant military budgets, enhanced domestic industrial capacity, and procurement systems based on the reliability of supplies over the long term. Also, the market is shifting toward a more integrated and assertive approach to defence supply, as governments increasingly link security imperatives to local manufacturing capabilities.

According to UnivDatos the rising regional defense budgets supporting infantry weapons procurement, military modernization programs accelerating replacement of legacy small arms, maritime border tensions increasing tactical weapon deployment, expansion of counter-terrorism operations, growth in domestic ammunition manufacturing capacity, police force modernization driving handgun and rifle demand, strategic ammunition stockpiling for national security preparedness drive the Southeast Asia Small Arms and Ammunition market.
